Our story

We founded S2C Pacific shortly after leaving careers in law and politics in Washington, DC. We aim to take the many lessons we learned on Capitol Hill, in respected law firms, and with ambitious think tanks and put them to use for people engaged in visionary work in California, across the country, and around the world.

We are political pragmatists, technology optimists, and environmental modernists. We think that economic, energy, and security priorities can be met in balance with environmental goals, and that technology and innovation can solve any problem, but only when properly aligned with practical policies and consistent regulatory frameworks.

Shane Skelton | Los Angeles

Shane is a partner and co-founder of S2C Pacific, a California-based policy consulting firm specializing in energy, environmental, technology, and infrastructure issues. A skilled strategist and communicator, Shane has run a Washington, DC-based public policy think tank and worked for the U.S. House of Representatives, a large energy trade association, and a global public relations and communications firm.

Shane has focused primarily on energy, natural resource, infrastructure, and regulatory policy issues and more recently on issues surrounding disruptive new technologies keyed on improving safety and making goods and services less costly while increasing efficiency and convenience.

Shane’s work centers on public policy research and development, strategic communications and advocacy, and assessing how regulatory, legislative, and other political risks impact businesses and consumers. Shane also has counseled individuals, companies, and non-profit organizations across a range of sectors on federal and state legislative and regulatory processes and on developing effective engagement strategies for government and the public at large.

Prior to co-founding S2C Pacific, Shane was the Executive Director for the Alliance for Innovation and Infrastructure (Aii), where he was responsible for developing, managing, and leading policy, advocacy, communications, and event planning initiatives. Shane also served as the public face of the organization, interacting with media, penning op-Eds, building coalitions, managing stakeholder relationships, and bringing new supporters onboard. Shane joined Aii from the U.S. House of Representatives’ Committee on the Budget, where he worked for then-Chairman Paul Ryan. As a Budget Analyst, Counsel, and Policy Advisor, Shane developed and managed all energy, natural resources, and regulatory policy for the Chairman and worked with House Leadership to enforce budget and parliamentary rules.

Earlier in his career, Shane worked as a Policy Advisor for the American Petroleum Institute (API), as Legislative Counsel for Congressman Bob Latta, and in the entertainment marketing division at the public relations firm Rogers & Cowan. While at API, Shane was an early advocate of ensuring safe transit of crude oil by rail, which earned him an appointment to the Northeast Corridor Safety Advisory Committee by then-Secretary of Transportation Ray LaHood.

Originally from Madison, Wisconsin, Shane earned his B.A. from the University of Wisconsin, Madison and attended Southwestern Law School in Los Angeles, where he graduated from the SCALE program (an accelerated two-year J.D. program). Shane lives with his wife and two young children in Los Angeles, where they moved from Alexandria, Virginia, in 2015. Shane likes playing pick up basketball and exercising generally, hanging at the beach with his family, cooking (poorly), and discussing almost anything with almost anyone. Passionate about improving the lives of those with less opportunity, Shane serves on the board of Project Narnia, a Los Angeles-based non-profit organization focused on providing basic necessities, such as clothing, shoes, and personal hygiene products, to people living in poverty.
